The biggest local factor in 2026 is rebates: LADWP pays up to $2,500 toward a qualifying heat pump unit, while the state's TECH program is fully reserved.

Repair or replace?
HomeGuide's rule of thumb is to replace a heater that is more than 10 years old, or when a repair would cost more than half the price of a new one. Tank heaters usually last 8 to 15 years and tankless units 10 to 20. ENERGY STAR puts the typical tank at around 10 years and lists the warning signs: rust in the hot water, corrosion on the lines, water around the base, rumbling as sediment cooks on the bottom, and hot water that runs out sooner than it used to.
A tank that leaks from the body usually means a new heater, according to HomeGuide. Thermocouples, valves, elements and anode rods are worth replacing on a younger tank.
ENERGY STAR advises replacing a heater before it fails, because an emergency replacement can cost more and narrows your choice to less efficient models. If your tank is past 10 years and you want a heat pump or tankless unit, get quotes now. Both can need gas, venting or electrical changes that take longer to plan than a straight swap.

Gas tank
A like-for-like gas tank is still the lowest-cost option in the table above, and it is still allowed. On an older LA install, the replacement may also need to be brought up to current code: two seismic straps, an expansion tank on a closed system, a relief valve line run outside, and, in a garage, the burner raised 18 inches unless the heater is a flammable-vapor-resistant (FVIR) model. Gas tankless
A tankless heater fires only when a tap is open, so there is no tank of water kept hot all day. The install is where the cost goes: a tankless burner may need a larger gas line ($400 to $2,300 in LA) and new venting ($115 to $685). SoCalGas pays $80 to $1,500 in 2026 for an ENERGY STAR gas tankless that replaces a gas tank in a single-family detached home. The higher the efficiency rating, the bigger the check. Tankless units also need a flush and descale at least once a year, which matters in LA's hard water.
Heat pump
A heat pump water heater pulls heat from the air around it, so it needs space. ENERGY STAR calls for at least 450 cubic feet of air around the unit, a 240-volt supply, a drain for condensate, and sometimes more capacity at the electrical panel. The Department of Energy says the space should stay between 40°F and 90°F year-round, and the unit cools the room it sits in. LADWP's heat pump rebate in detail
The LADWP rebate applies to equipment bought and installed on or after November 1, 2025. The unit must be ENERGY STAR certified with a Uniform Energy Factor (UEF) of at least 3.3 and hold 30 gallons or more. A 30 to 55 gallon unit earns $1,500 at 3.3 UEF, $1,750 at 3.5 and $2,000 at 3.75. Larger tanks earn up to $2,500. You apply after installation, within 12 months of purchase, with a paid invoice, the spec sheet, details of the gas heater you removed, and a final approved Building and Safety permit. New construction, additions and ADUs do not qualify. Because of the permit requirement, a heat pump put in without a permit cannot get the rebate.
San Fernando Valley incentives
TECH Clean California is opening heat pump water heater incentives for the Aliso Canyon priority communities: Porter Ranch, Granada Hills, Northridge, Chatsworth, North Hills, Canoga Park, Reseda, Winnetka, West Hills, Van Nuys and Lake Balboa. Income-qualified residents may have the full installation cost covered. These neighborhoods are part of the City of Los Angeles, so LADWP's rebate may apply too. Ask both programs whether they can be combined before you sign.
Is LA banning gas water heaters?
No. In 2025 the South Coast Air Quality Management District, which covers Los Angeles and Orange counties, proposed rules that would have phased in zero-emission water heaters and furnaces, rising to 90% of sales by 2036. On June 6, 2025, its board voted 7 to 5 not to approve them. The existing Rule 1121, last amended in 2004, still applies. You can replace a gas water heater with another gas water heater. For now, the push toward heat pumps in LA comes through rebates.
Hard water and how long your heater lasts
Part of the region's water is imported from the Colorado River, which Glendale Water & Power describes as very hard. When less State Water Project water is available to blend with it, the water reaching homes gets harder. By the usual scale, under 4 grains per gallon is soft, 7 to 10 is hard and over 10 is very hard. LADWP's neighborhood averages, listed in our plumbing guide, run from hard to very hard, and Glendale reported an average over 12 grains in 2008.
Hard water lowers a water heater's efficiency. In a tank, minerals settle as sediment on the bottom, which causes the rumbling sound and corrodes the lower element on electric tanks. In a tankless unit, scale builds up in the heat exchanger. These habits help:
- Flush a tank once a year.
- Check the anode rod and replace it when it is mostly gone.
- Descale a tankless unit at least once a year.
A water softener reduces scale buildup. Some softeners have a built-in check valve, which can make your system closed and trigger the expansion tank rule.
Do you need a permit?
Yes. In the City of Los Angeles, replacing a water heater is on the LADBS list of express permits, which are issued online without plan review. A permit-fee estimator puts a gas water heater with an expansion tank at about $98, because it counts as two items on the plumbing fee schedule. Switching to tankless or heat pump usually adds gas or electrical permits. Pasadena, Glendale, Burbank, Long Beach and the Orange County cities issue their own permits.
The inspector checks the items California code requires:
- Earthquake straps: two, in the top and bottom thirds of the tank, with the lower one at least 4 inches above the controls.
- Garage installs: burners at least 18 inches above the floor unless the heater is FVIR listed, and protection from cars.
- Expansion tank: required when a check valve, backflow preventer or similar device closes the system. Water meters, softeners and pressure regulators can contain one.
- Relief valve line: run outside and ending 6 to 24 inches above the ground, pointing down.
- Location: never in a bedroom or in a closet that opens into a bedroom or bathroom.
When you sell, California Health and Safety Code §19211 requires you to certify in writing that the water heater is braced. Unpermitted work found later brings a $356 code violation inspection fee in LA and a double fee for the after-the-fact permit, and it disqualifies you from LADWP's heat pump rebate.
How to check a water heater installer before you hire
Water heater work in California is plumbing work, so the installer needs a C-36 Plumbing license from the Contractors State License Board. A heat pump unit that needs a new 240-volt circuit also needs a C-10 electrical contractor, or a company that holds both licenses.
- Look up the license number and confirm it is active and in the company's name.
- Ask who pulls the permit and books the inspection. It should be the installer.
- Get the price in writing with the straps, expansion tank, haul-away and permit listed.
- For a rebate job, ask the installer to confirm the model's UEF and ENERGY STAR listing before you buy.
