Tankless prices in Houston
Angi's average Houston tankless installation is $3,206, with a normal range of $1,977 to $4,462 (Angi, Houston tankless). A whole-house unit runs $1,800 to $4,000 installed, and local plumbers charge $85 to $150 an hour for the work. Angi notes that older homes may need venting, gas or electrical upgrades first. Our Houston figures put new venting at $82 to $490 and a larger gas line at $285 to $1,650.
Repair or replace?
HomeGuide's rule of thumb: replace a heater that is more than 10 years old, or when the repair would cost more than half the price of a new one (HomeGuide). A tank lasts 8 to 12 years on average, and up to 15 with regular care. Tankless units last 15 to 20 years if they are flushed and descaled.

Which water heater fits a Houston home
Gas tank
If the house already has a gas tank, another gas tank is the simplest swap, with no new gas line or electrical work. Its weak point in Houston is sediment from hard water, covered below.
Gas tankless
A tankless heater fires only while hot water is running. Angi says whole-house units are popular in newer suburban homes with several bathrooms, while single-point units help in older inner-Loop houses with long pipe runs. Two Houston cautions apply. Most units need electricity, including for freeze protection. Navien says that if power is lost during a freeze, its unit must be drained or kept running on a battery backup (Navien). That matters here: during Winter Storm Uri, Bush Intercontinental fell to 13°F on February 16, 2021. The second caution is scale. Houston's water leaves minerals in the heat exchanger, so the unit needs descaling on schedule.
Heat pump
A heat pump water heater pulls heat from the air around it into the tank. ENERGY STAR says it belongs in a space that stays between 40°F and 90°F all year, with about 1,000 cubic feet of air around it, and that it cools the room it sits in (ENERGY STAR). In hot, humid months, that cooling also dehumidifies the space, which suits a Houston utility room. The install needs a 240-volt circuit and a condensate drain, so an electrician joins the plumber. The federal standard starting in 2029
The Department of Energy finalized new residential water heater standards in 2024, with compliance required from 2029. For the most common sizes of electric tank heaters, the standard matches the efficiency of an entry-level heat pump model, and DOE expects more than half of new electric tanks to use heat pumps, up from 3% (DOE). DOE estimates that swapping a common-size electric tank for a heat pump unit saves about $1,800 in utility bills over its life. If you have an electric tank now, its replacement after 2029 will probably be a heat pump.
Rebates
The federal 25C tax credit ended for equipment installed after December 31, 2025. We could not confirm a current CenterPoint or Entergy Texas rebate amount for water heaters, so ask your utility before you buy.
Flooded water heaters
Hurricane Harvey flooded an estimated 154,170 homes in Harris County. FEMA's guide to repairing a flooded home says to replace a water heater if floodwater got into its gas burner, electrical parts or insulation (FEMA P-234). To keep one, have a professional clean and restart it, then run clean water through it before washing dishes or clothes. Close the gas valve to any appliance that flooded to the level of its burners. FEMA also suggests putting the replacement above the flood protection level, on a higher floor or a platform. Inside the City's regulated floodplain, appliances must sit 2 feet above the 500-year flood elevation.
Hard water and how long your heater lasts
Houston Water runs several systems, and hardness depends on which one serves you. In 2024 the Main System, which is mostly surface water, averaged 110 ppm, about 6.4 grains per gallon. At least one all-groundwater system measured 169 to 180 ppm, close to 10 grains (Houston Water 2024 report). Kingwood, Willow Chase and two district systems run on groundwater.
In a tank, minerals settle as sediment on the bottom. In a tankless unit, they coat the heat exchanger. HomeGuide's maintenance list:
- Flush a tank every 6 to 12 months.
- Replace the anode rod every 3 to 6 years.
- Descale a tankless unit on the maker's schedule.
Suburban cities and municipal utility districts publish their own water reports, so check yours for its hardness figure.
Do you need a permit?
For a replacement inside the City of Houston, yes. Houston Public Works requires a plumbing permit for every water heater replacement or new installation, and only a master plumber registered with the City can get one (HPWCODE1101). No plan review is needed at a single-family home. The fee is $34.24 for up to three heaters, with a $97.56 minimum and a $33.56 administrative fee. An inspection is required, processing takes one business day and the permit is good for 180 days. Angi says repairs need no permit; if a repair changes the gas line, venting or relief line, ask your plumber to confirm.
One rule inspectors check on garage installs comes from Houston's amendments to the 2021 Uniform Plumbing Code: in a residential garage, the burners and ignition sources of a gas appliance must sit at least 18 inches above the floor unless the appliance is listed as flammable vapor ignition resistant (Houston UPC amendments). Moving from a tank to tankless or a heat pump can add a gas or electrical permit. Katy, Sugar Land, Pearland, Pasadena and Conroe issue their own permits. How to check a water heater installer before you hire
- Look up the plumber on the TSBPE license search. A company offering plumbing needs a Responsible Master Plumber, who must carry at least $300,000 of liability insurance.
- In Houston, confirm the master plumber is registered with the City. Without that registration, no permit can be issued.
- For a heat pump or electric tankless, check the electrician on the TDLR license search.
- Get a written price listing removal, expansion tank, venting, the permit and haul-away.
Texas lets homeowners do plumbing on their own homestead without a license, but the permit and inspection still apply.
