Angi's Dallas data puts the typical emergency job at $103 to $516. The first hour: what to do before help arrives

Close the valve under the fixture if the leak is there. If not, shut off the whole house. Dallas Water Utilities says most homes have a private cut-off valve near an outside faucet close to the house. If the yard has sprinklers, it may sit near the irrigation valve by the property line. Older homes sometimes have a buried valve with a short iron handle shaped like an upside-down L (Dallas Water Utilities).

If you can't find it or it won't turn, Dallas Water Utilities will shut water off at the meter around the clock. Call 311 inside the city, or 214-670-3111 from outside it. In Fort Worth, call 817-392-4477 and choose option 1, or use the MyFW app; the city asks people not to email emergencies (City of Fort Worth). Suburban cities run their own water departments, so put your city's number in your phone today.

Then switch off breakers for any room where water reaches outlets or appliances, and photograph everything before you mop.

You smell gas

Leave the house first. Don't flip switches, start a car in the garage or use anything that could spark. From a safe distance, call 911 and Atmos Energy's 24-hour line, 866-322-8667. Don't try to find the leak yourself (Atmos Energy). Atmos's Mid-Tex Division serves the Dallas and Fort Worth area. If you're on a different gas provider, its number is on your bill.

Once the utility has made the area safe, a licensed plumber repairs the piping on your side of the meter. In Texas, gas piping is plumbing work.

Power out, sparks or a downed line

Retail electric companies don't fix outages. In most of DFW the wires company is Oncor: report an outage at 888-313-4747. Treat any downed line as live, stay away, and call 911 (Oncor). CoServ members north of Dallas report outages online or through CoServ's outage map.

If a storm tore the meter base or the mast off the house, that equipment is the homeowner's. Oncor disconnects power for safety, an electrician repairs it, the city inspects where required, and then Oncor reconnects. Inside the house, a hot panel, a burning smell or smoke from an outlet means you shut off the main breaker if you can do it without standing in water, get out and call 911. Freezes: what Uri taught North Texas

Hard freezes are rare here but serious. DFW averages 29.2 nights a year at or below 32°F. In February 2021, Winter Storm Uri kept DFW Airport below freezing for 139 straight hours, and it hit -2°F on February 16 (National Weather Service).

The worst harm was not to pipes. Texas health officials counted 246 deaths tied to the storm, 22 of them in Dallas County. Nineteen were from carbon monoxide: generators, grills and cars run in enclosed spaces, and ice blocking the vents of gas heating equipment. Ten more came from fires, including space heaters placed near things that could burn (Texas DSHS).

So in a long freeze:

  1. Run a generator outdoors only, never in the garage, even with the door open.
  2. Check that snow and ice are not covering the vents of a furnace or water heater.
  3. Keep space heaters clear of bedding, curtains and furniture.
  4. Use a carbon monoxide alarm with a battery, so it keeps working when the power is out.
  5. Know your main shutoff before the thaw, since split pipes start leaking as the ice melts.

Storms, hail and tornadoes

DFW averages about 46.5 thunderstorm days a year, most of them in May, and the peak gust on record at the airport is 89 mph, from August 2025. Hail is the costly one: the June 2023 storms in DFW caused an estimated $7 to $10 billion in insured losses, 95% of it from hail (Insurance Council of Texas). On October 20, 2019, an EF3 tornado with winds near 140 mph ran from I-35E and Walnut Hill through Preston Hollow toward US 75, with more damage in Richardson.

After a storm:

  • Stay away from downed lines and report them.
  • Photograph damage from the ground before anything is moved or covered.
  • Get a temporary cover on holes in the roof or broken windows to stop more water getting in. Keep every receipt for the claim.

Storm chasers and Texas law

If a contractor knocks on your door after a storm, Texas has rules that protect you:

  • It is illegal for a contractor to offer to waive, rebate or absorb your insurance deductible. A contract of $1,000 or more paid by insurance must state that you pay the deductible, and a roofer may not act as your public adjuster (Texas Department of Insurance).
  • After a declared disaster, a repair contractor that has not kept a business address in your county or a neighboring one for at least a year may not require payment before work begins, and later payments must match the work done (Business and Commerce Code ch. 58).
  • If someone sold you the job at your door, you have three business days to cancel.
  • During a disaster declared by the governor, charging exorbitant prices for necessities, repair work included, is against the law. Report it to the Attorney General.

Do you need a permit for emergency work?

Some urgent work needs none, and the rest gets a permit once the danger is past.

  • Dallas: Chapter 52 of the city code lets a contractor stop a leak in a pipe, drain, valve or fixture without a permit, as long as nothing is rearranged. Restoring electrical service temporarily in an emergency also needs no permit at the time, if the building official approves first, the work is inspected and a permit follows as soon as practicable (Dallas Chapter 52). Replacing a water heater, boiler or other equipment needs a permit.
  • Fort Worth: repairing or replacing plumbing, including a water heater, needs a plumbing permit. Re-roofing with shingles only needs none, but replacing decking does.
  • Dallas roofs: re-roofing work valued at $500 or less needs no permit outside historic, conservation and planned development districts.

Insurance: what to record

HomeGuide notes that homeowners policies typically cover sudden events, such as a pipe that bursts and the water it releases, but not damage from slow leaks or neglect. FEMA says most homeowners policies don't cover flood, and a new flood policy usually has a 30-day waiting period (FEMA).

Before cleanup, take wide photos of each room, close-ups of the damage, and the failed part. Keep the part. Ask the plumber for an invoice that names the cause. Save receipts for drying, tarps and hotel nights.

Texas law sets deadlines for your insurer. It has 15 business days to acknowledge your claim, then 15 business days after it has what it needs to accept or deny, with a possible 45 day extension if it explains why.
